Dr Kelly Henderson
Founder & Co-Managing Director

Kelly is a highly respected housing and domestic abuse specialist with extensive experience across the housing sector, public policy and multiagency partnership work. Her career spans senior roles including Interim Director of Housing for a London based organisation, alongside earlier experience in asylum services, local authority Supporting People Programmes, policy development and applied research. She holds a Master’s in Housing Policy and a PhD from Durham University, where her research examined the pivotal role of housing within a coordinated community response to domestic abuse. 

A sector innovator, Kelly cofounded the Domestic Abuse Housing Alliance (DAHA), leading national accreditation work and supporting housing providers to strengthen their organisational responses to domestic abuse. She has partnered with a major national property repairs organisation to embed domestic abuse awareness into frontline operative roles and played a key role in developing an industry standard for identifying signs of abuse during repairs visits. 

Kelly has been widely recognised for her leadership, named  24 Housing’s ‘Housing Professional of the Year’ and one of the Top 20 Women Leaders in Housing (2020). She is coauthor of Housing and Domestic Abuse – Policy into Practice (Routledge), and has delivered complex partnership programmes, including leading the Home Office funded DAWSA project across multiple police forces and overseeing national research into perpetrator interventions. Her experience also includes serving as a local authority domestic abuse lead, coordinating citywide multiagency responses. 

Kelly is a qualified Domestic Abuse Related Death Review Chair, a Non-Executive Director at Believe Housing, leading the Performance and Standards Committee and authored the national domestic abuse toolkit for housing professionals, commissioned by the Scottish Federation of Housing Associations. She is recognised for her thoughtful, evidence driven leadership and her ability to translate research, practice and policy into meaningful, system wide change. 


Debs Alderson
Co-Managing Director

Debs is a nationally recognised policing leader with specialist expertise in domestic abuse, safeguarding and public protection. Over a 30-year career with Northumbria Police, she held senior command roles including Head of Safeguarding and Public Protection, Head of Criminal Justice and Custody, Head of Communications, and served as Assistant Chief Constable across Force Coordination and Resilience. Debs led extensive portfolios, consistently committed to preventing harm, protecting vulnerable people and driving innovation in multiagency practice. She also holds a Postgraduate Certificate in Education and Level 7 CMI qualifications in organisational strategy and leadership, strengthening her reputation as a skilled and reflective senior leader. 

A pioneering strategic thinker, Debs was the architect of the Multi Agency Tasking and Coordination (MATAC) model – now nationally recognised and adopted as a leading approach to identifying and disrupting the most harmful and serial domestic abuse perpetrators. Her commitment to partnership working has strengthened collaboration across policing, housing, probation, healthcare and the voluntary sector, championing a wholesystem response to protecting children, vulnerable adults and survivors of abuse. 

Debs also led the implementation of Operation Encompass: The Next Steps, designing and embedding education programmes that teach children about domestic abuse and healthy relationships. Her expertise in Violence Against Women and Girls has been acknowledged at national level, with the National Police Chiefs’ Council commending her contribution to developing a national Violence Against Women and Girls strategy and delivery plan. 

Throughout her career, Debs has been recognised for her outstanding service, receiving multiple commendations for innovation in safeguarding, excellence in leadership and her sustained commitment to the LGBTQ+ community. She is widely regarded as a thoughtful, values driven leader whose work has had a lasting impact on public protection and victim safety. 


Professor Gavin Oxburgh
Non-Executive Director

Gavin is a Professor of Police Science, Assistant Director of the Northern Hub for Veterans & Military Families’ Research, and the Armed Forces Covenant Liaison Officer for Northumbria University. He is a Registered Forensic Psychologist, a Chartered Psychologist & Scientist, and Fellow of the British Psychological Society – awarded in recognition of sustained and distinguished contributions to psychology. 

He served for 22 years in the Royal Air Force Police specialising in child protection, sexual offences and domestic abuse. His doctoral research focussed on investigative interviewing of sexual and violent offenders which then laid the foundations for a prolific academic career, attracting approximately £5 million in research funding and producing a substantial body of literature on forensic psychology and human rights. 

In 2007, he co-founded the International Investigative Interviewing Research Group (iIIRG), which he chaired until 2019 and, in 2021, he founded ETiCA (Global), a social enterprise delivering evidence-based training, consultancy, and advocacy services globally for policing, law enforcement, justice professionals, and NGOs. Since 2024, under the auspices of ETiCA (Global), he has been working extensively with partners in the USA and across the Eastern Caribbean training police and law enforcement agencies on the effective investigation of wildlife crime. From July 2021 to September 2024, he was an Executive Board member of the International Chiefs of Police (IACP), International Managers of Police Academy and College Trainers (IMPACT) Section. 

He remains a member of the UN‑backed International Steering Committee that developed the influential Méndez Principles on Effective Interviewing for Investigations and Information Gathering. Through his social enterprise company, ETiCA (Global), he provides specialist services & training to organisations worldwide – from the UN and the International Criminal Court, to national & international police forces & legal professionals – on ethical investigation and interview practice. 


Winton Keenen QPM, DL
Non-Executive Director

Winton is a highly respected strategic leader with more than 38 years of public service across policing, security and public protection. As former Chief Constable of Northumbria Police – one of the UK’s largest forces – he led major organisational change while strengthening safeguarding, victim support and community safety. 

Throughout his policing career, Winton championed approaches that placed victims and vulnerable people at the centre of service delivery. He oversaw major transformation programmes, enhanced safeguarding systems and fostered strong partnerships across local, national and international networks. His leadership is recognised for its commitment to ethical practice, trust building, workforce wellbeing and measurable improvements in performance and culture. In 2022, he was awarded the Queen’s Police Medal  for distinguished service. 

Since retiring from policing in 2023, Winton has continued to support organisations as a strategic leadership consultant and executive coach, helping senior teams navigate complexity, risk and system-wide change. His dedication to public service continues through civic and governance roles, including serving as a  Deputy Lieutenant (DL) for Northumberland, and as a trustee and governor across charitable and public interest organisations. 

As a Non-executive Director, Winton brings extensive expertise in safeguarding, governance and organisational leadership. His lifelong commitment to protecting vulnerable people and strengthening community responses makes him a highly valued advocate for excellence in domestic abuse prevention, training and accountability.
